The Charter operates as an open commons—enabling alignment through shared logic rather than hierarchy—with its 3×4+1 framework validated by five independent expert groups who identified identical infrastructure needs. The Charter was published in The Lancet Obstetrics, Gynaecology, & Women's Health (January 2026), with the Implementation Playbook published in partnership with the Copenhagen Institute for Futures Studies in May 2026, supported by a network of volunteer ambassadors across the five countries.
